About Our Honorees
Stuart A. Gabriel
Gabriel is the recipient of a number of research, teaching, and leadership awards. In 2021 he received the Quigley Medal in recognition of exceptional contributions to the field of urban and real estate economics. In 2021, Gabriel received the Neidorf “Decade” Teaching Award from the UCLA Anderson School of Management and in 2023 he received the J. Clayburn LaForce Faculty Leadership Award. He has testified before the U.S. Congress and has provided policy advice to elected officials at the local, state and federal levels. Gabriel is a past president of the American Real Estate and Urban Economics Association. He serves on the board of directors of KB Home and the KBS REITs.
Gabriel holds a Ph.D. in economics from the University of California, Berkeley. He started his career as a member of the economics faculty at Ben Gurion University of the Negev in Beer Sheva, Israel and as a Research Associate at the Blaustein Institute for Desert Research in Sde Boker. He has been a Visiting Professor at the Technion, Hebrew University of Jerusalem, Tel Aviv University, and the Bank of Israel and has served as a consultant at the Jerusalem Center for Social Policy Research, Israel Ministry of Agriculture, and the Jewish Agency for Israel. He and his future wife Judith Katzburg were students at the Hebrew University of Jerusalem during 1973-74 and the period of the Yom Kippur War. At Berkeley, they were active in the Free Soviet Jewry movement and traveled to the Soviet Union during Passover 1979 to meet with refusniks. Gabriel serves on the boards of numerous non-profits including Jewish World Watch and the Israel-based Save a Child’s Heart. In 2024, Gabriel chaired the UCLA Taskforce to Combat Antisemitism and Anti-Israeli Bias. He currently leads the university’s Initiative to Combat Antisemitism.
Gabriel’s Hillel connections run deep. He father-in-law Fred Katzburg was President of Berkeley Hillel in 1947 upon return from World War II. His son Oren currently serves as chairman of the board of Berkeley Hillel. Stuart and Judith can often be found in Encino hanging out with Jesse and Rachel, Oren and Julia, and grandsons Ethan, Josh, Noah, and Ari.
Jesse Gabriel
Jesse Gabriel proudly represents the San Fernando Valley in the California State Assembly. As Chair of the Budget Committee, he works closely with legislative leadership and the Governor to craft the state budget, advance key policy priorities, and oversee hundreds of billions of dollars in state spending. Recognized as a “California Influencer” by The Sacramento Bee, Jesse has authored more than fifty new laws and has been a champion for children, working families, small businesses, reproductive freedom, gun safety, and the environment. During his service in the Legislature, Jesse has authored several first-in-the-nation measures – including the California Food Safety Act, the California Victims of Crime Act, and the Gun Violence Prevention & School Safety Act – that have prompted federal policy changes and inspired similar legislation in more than 30 other states.
A proud voice for the Jewish community in state government, Jesse serves as Chair of the California Legislative Jewish Caucus. In this capacity, he has authored legislation to combat antisemitism, strengthen hate crimes protections, help return stolen property to Holocaust survivors, protect Jewish students on campus, and establish the California Nonprofit Security Grant Program. Jesse has worked closely with his Jewish Caucus colleagues to secure over $250 million in state funding to rebuild Jewish summer camps, provide security assistance to Jewish institutions, and support needy Holocaust survivors. Jesse also has helped to organize several legislative delegations to Israel, including a solidary trip to visit hostage families and communities in southern Israel following the October 7th terrorist attacks.
Prior to his service in the Legislature, Jesse worked as a constitutional rights attorney, representing clients in state and federal courts, including the United States Supreme Court. In 2017, Jesse was part of a team of leading constitutional attorneys who successfully fought to protect young people – known as Dreamers – who were promised protection under the DACA program. During his time in private practice, Jesse also represented Holocaust survivors, victims of domestic abuse, and communities facing targeted violence. He is a graduate of UC Berkeley and Harvard Law School.
Jesse lives in the San Fernando Valley with his wife, Rachel Rosner – an affordable housing attorney and partner in the law firm of Bocarsly Emden LLP – and their sons Ethan, Joshua, and Noah. He is an enthusiastic youth soccer coach and a proud Board Member of UCLA Hillel.

Stuart A. Gabriel is a Distinguished Professor of Finance and Arden Realty Chair at UCLA Anderson School of Management. He also is the Director of the UCLA Ziman Center for Real Estate. His research focuses on topics of urban and regional economics, real estate capital markets, housing, and climate change. Gabriel previously served on the economics staff of the Federal Reserve Board in Washington, D.C. He has published roughly 100 papers in economics and finance journals.
